OEHS Scorecard Program

In order to support the Chief Operating Officers’ Performance Meter Program, the Office of Environmental Health and Safety (OEHS) has developed the OEHS Scorecard Program to communicate critical accident frequency, severity and cost information.  The intent of the program is to provide sites with data that can be used to assist in prioritizing activity related to minimizing losses.  Once injury cause and frequency data is understood, sites can implement safety and loss prevention activities to minimize or eliminate the causes of the accident.

The District's goal is to significantly reduce the incident rate, thereby decreasing the number of lost work days and financial costs.  For a  table of those goals, please see FY 2011-12 OEHS Performance Objectives.

 The intent of the program is to better monitor accident and injury loss performance data at three distinct levels within the organization which include: District-wide (comprehensive roll up of all divisions within District), division level and at the site/location level.  Data will be shared with District divisions on a quarterly basis and will include the following reports:

  1. Total Incident Rate (TIR) Monthly Trend Report

The report will provide divisions with the following information; TIR performance on a monthly basis, monthly comparison of TIR performance compared to division TIR reduction goals (reduction goal is a 5% reduction based on FY 2010-11 actual TIR)  and a color coded measure of performance to goal.  The TIR measurement is a nationally recognized measurement of safety performance which describes the number of employees per 100 full-time employees that have been involved in a recordable accident that meets the California Occupational Safety and Health Administration (Cal/OSHA) recordability criteria.  For additional information related to calculating incident rates, please click HERE.

  1. Top 5 Causes of Injury by Frequency and Severity Report

The report will provide division level data related to the top five causes of injuries based on frequency (number of injuries) and severity (based on workers’ compensation cost of injuries).  Division management will use this chart to prioritize loss prevention activity within the division based on the causes of the losses.

  1. Site Specific OEHS Performance Data within Division Report

The report will provide division level data on specific criteria (number of injuries, workers’ compensation cost, and TIR, etc.,) at specific sites within the division. Division management will utilize the report to identify specific sites that may need additional OEHS/division attention related to reducing accidents and minimizing risks. 

  1. Top 10 Locations with the Highest Total Incident Rate within Division Report

The report will provide division level data related to the top 10 locations within the division with the highest TIR.  Division management will use this chart to prioritize loss prevention activity within the division based on frequency or losses at specific sites.
